On 17 March 2023, the International Criminal Court issued an arrest warrant against the Commissioner for Children’s Rights in the Office of the President of the Russian Federation – Ms. Maria Alekseyevna Lvova-Belova, on the ground of being allegedly responsible for the war crime of unlawful deportation of children from the occupied area of Ukraine to the Russian Federation.
In this context, the Bureau would like to clarify the status of the Commissioner for Children’s Rights in the Office of the President of the Russian Federation with regard to ENOC:
- On 23 October 2014, the General Assembly of ENOC dismissed the Commissioner for Children’s Rights under the President of the Russian Federation for violation of Article 8 of the former ENOC Statutes and more precisely on the ground that the institution has brought ENOC into disrepute (the institution has been an associate member to ENOC from 2010 to 2014);
- ENOC has not had any further engagement with the institution since its dismissal in 2014, neither with the former nor with the current office holder.
